I want to get into web design…I’m a fantastic artist and I’m great in the technical field as well. I can’t afford to go back to school right now, but is there anything else I could do to break out into the industry? Any help would be greatly appreciated.

There are plenty of courses online. You can try them. Some of them are really very good. If you can dedicate yourself for one hour, you can learn in 1-2 months.
Goto http://www.elance.com, there are all kinds of freelance projects up for bid, try a small project, see how it goes. If you start doing work people like, via a site like that, you’ll start getting more business.
